Palestinians of Syria…Between Resolving and Administrating the Crisis.

* Maher Shaweish- Beirut

After 4 years of the Palestinians of Syria crisis, most discussion still revolvesaround throwing responsibilities as well as consequences at others between reasons and justifications that each Palestinian party pretends in order to blame the other side away from logic and rational.

Unfortunately, everyone prefers to avoid using the principle of "Everyone is Responsible" as a base or a start for the dialogue in order to find solutions that would end the suffering and the tragedy of the Palestinians of Syria. They believe that, by doing so, they embarrass each other and gain points against each other in a clear attempt to manipulate the emotions and to exploit the pain of our people for private gains.

Everyone is responsible.Indeed, everyone is responsible; the Palestinian Liberation Organization and the alliance factions. It is not permissible to take the complexities of the Syrian scene as a pretext to escape and leave the Palestinians of Syria being struck by series of tangled as well as contradicted international and regional interests.

If the Palestinian official decision-maker has reached a conclusion that resolving the crisis is difficult, then, at least, he must administrate it at all levels, either in or outside Syria.

If we hypothetically assume that the military and security interference in the Yarmouk refugee camp and other Palestinian camps and compounds in Syria –which is of course not acceptable or justified - hascomplicated and obscuredsolutions, this leads us to the question: What about the programs of response to the needs of those outside the camps and compounds that resulted from the displacement and repeated internal immigration to new areas such as Qudsaya, Damr, Adleia, Sehnaia, Kiswa... etc.

Of course, this is for example, but not limited to, for the Palestinian Syriansnow seek security and safety to escape from death to anywhere inside and outside Syria.

 Is the Palestinian decision-maker prohibited to deal positively with the crisis, and provide support programs for the Palestinian refugees from Syria inside and outside sheltersor in tents, which spread over all Lebanese territories, andwherethey returned to live after nearly seven decades of the Nakba?!!

Haveinternational relations beenemployed, and the Palestinian embassies been drudged to remove the hardships of our displaced people stranded in Macedonia, Serbia, Athens, and Hungary as they were trying to immigrate through thedeath boats?!!

The question is, has the entity,thatholdsinfluenceover Morocco, Egypt, Tunisia, the UAE, Jordan, and other Arab countries, andbragswith its relations with them, managed the crisis of thePalestinians of Syria being stranded in the airports, land, and sea ports of these countries in a right way?!

Why are theefforts of the Palestinian Authority and its intelligence focused on the release of Arab and foreigndetainees and abductees inside and outside of Syria, and yet failed to the release even one Palestinian Syrian detainee who belongs to the faction that leads the Palestinian Authority and who is an employee at its embassy or one of its institutions in Damascus, such as Dr. Jamal Hammad?

In conclusion, if there is a clear inability to achieve a breakthrough in resolving the crisis, which of course is unjustified, would notit be possible to, at least, makean achievement on the level of managing the crisis?!!

Is time to form a national reference in order to manage this file away from the political bickering as well as partisan and factional agendas which our Palestinian people in general and the Palestinians of Syria in particular are bored stiff of.

To worsen the matter, during the writing of this essay, I received news reporting that UNRWA had suspended shelter allowance for Palestinians of Syria in Lebanon. This action comes after the UNRWA had also completely cut the monthly aid for more than 1000 families several months ago.

UNRWA had not provided any monthly aid for the Palestinians of Syria, who are inside Syria, during the last 4 months, not to mention that it had put new standards for the eligibility conditions of receiving such aid. Their pretext was lack of funding, which is atimeworn pretext that had accompanied UNRWA's policies since it was established.

We would like here to warnabout the dangerousness of these unfair and arbitrary decisions that affect anessential component of life that is even the backbone of these components.

We would like to remind UNRWA that the crisis of Palestinians of Syria is not over yet, and that theyshould manage it well after their inability and failures in solving it; otherwise, they should not test the patience of a hungry and homeless refugee who they had, by such decisions, asked tosleep in the open and under the naked sky..
