Syria is witnessing rapid field developments and changes in control areas, as Syrian opposition factions have taken control of a vast area of land in the northern part of the country, including the Nairab and Handarat camps for Palestinian refugees in the city of Aleppo, and are now on the outskirts of the city of Hama and its Palestinian camp. In light of these developments, we at the Action Group for Palestinians in Syria feel deep concern for the safety of civilians and Palestinian refugees in these camps and what they are suffering from in terms of shortages of food, medicine, and basic services.
We call on all conflicting parties in Syria to:
- Neutralizing the Palestinian camps and gatherings from the conflict, and the necessity of withdrawing armed manifestations from them, as they have suffered greatly due to bombing, destruction, and displacement.
- Respect for international humanitarian law and providing protection for civilians and preventing their targeting, whether through bombing, siege, or restriction.
- Facilitating the delivery of humanitarian aid and promptly securing essential supplies for refugees in the Handarat and Neirab camps in Aleppo.
- Protect private and public property and civilian infrastructure, including medical facilities and schools in the Palestinian camps.
We also call on the United Nations and UNRWA to:
- Continuing to provide services to Palestinian refugees in the Nairab and Handarat camps in Aleppo.
- Expanding its scope of work to include Palestinian displaced persons in northwestern Syria, ensuring they receive health and education services and securing ways to access them.
- Providing urgent humanitarian aid to thousands of Palestinian refugees in opposition-controlled areas.
We, in the Action Group for Palestinians of Syria, affirm that the protection of civilians is a shared responsibility that falls on all parties. The international community and the United Nations must work together to find a solution to the Syrian crisis that ensures the preservation of civilians' lives and rights, and protects the rights of Palestinian refugees in Syria.
