-  UNRWA relies on unstable funding from donors, which makes payments irregular, and focuses its work on providing salaries to its employees, which leads to neglecting other areas such as refugee assistance, education, health and vocational rehabilitation. According to Hello, they are often classified as emergency cases, which leads to a lack of sustainable support, in addition to the absence of strategies to provide job opportunities or vocational training that help refugees improve their conditions on their own.
