As the world mourning thousands of victims who drowned in high seas; most recently the boat which sank in the Mediterranean a few days ago and around 600 migrants died off the Libyan coast, the world are reluctant to lend a helping hand and address the causes that drive people towards the possible death option in the seas instead of certain death in asylum places in neighboring countries.

About 45,000 Palestinian refugees who have fled from Syria to Lebanon became in a tragic situation after stopping the various UNRWA aid, and the lack of reasons for a decent living.

Official statistics indicatedthat 15.500 Palestinian refugees from Syria resorted to Jordan, 600,000 refugees resorted to Egypt, and 45,000 refugees resorted to Lebanon, while the estimated number of Syrians and Palestinians who arrived in Europe is about 36,000 refugees.

 

Palestinian refugees from Syria  began to flow to Lebanon since mid-2011, while the biggest wave as in late 2012 after the Yarmouk refugee camp witnessed a mass displacement  described as second Nakba,for the fact that the camp is considered the largest camp which gathers Palestinian refugees in Syria, where it contains  more than 350,000 Palestinian refugees, while the remaining residents aresuffering from  siege which resulted in the so-called  martyrs of starvation, while recent reports are warning the return of starvation at the camp.

Tragedy of the Palestinian refugee from Syria to Lebanon beginswith his arrival at the Lebanese border, where he is treated as American tourist not as a refugee, as  the law forces him to pay 25,000 LP Visa;  equivalent to 20 $ per person, including children, and this law has not changed till the moment.

This visa entitles its holder to stay in Lebanon for only two weeks; anyone who violates is forced to pay a fine of 50,000 Lebanese pounds upon his return.

After communication between UNRWA and the PLO on the one hand and the Lebanese competent authorities on the other hand, the period of two weeks extended for three months, and then for a year similarly as to Syrians.

Anyone violates more than a year is to pay 200 $ per person, including children, which is about 1000 $ for a family of five members, and this amount is equal to the amount that the family receives assistance from UNRWA during the year.

Meaning that the amount of aid will return to Lebanon or the person is threatened with deportation to Syria.

Reports from Lebanon indicate that recently 400 $ was required to be paid by anyone exceeded two years, and 600 $ for those exceeding three years, coincided with the distress caused by UNRWA's decision to halt shelter allowance; a  100 $per month for a family.

 

It does not stop at the legal complexities, visa, and financial fines; it is less harmful compared to the problem of housing and accommodation, where there are noshelters available in Lebanon but temporarily for a week or two weeks until getting an apartment for rent.

Meanwhile, houses rents ranging from  250 $in the Palestinian camps to up to 500 $ outside the camps, and if it available, it  would be more difficult to find work to meet the living obligations, where Lebanon is suffering from high cost of living equivalent to some European countries.

Presence of Palestinian Syrian refugees in Lebanon has depleted all efforts of the Palestinian relief organizations and other Lebanese charity institutions due to the long period of residency and the highcost of living.

Since the beginning of 2013, UNRWA began providing aid known as the (prs), includinghealth, education, relief, and legal consulting services.

 Financial assistance was identified with 45,000 LPas food allowance per person every three months, andshelterallowance with 100 $ per family each month, including 12720 families.  The UNHCR in Lebanon does not provide any kind of assistance to the Palestinian Syrians on the grounds that it is UNRWA's responsibility,which is the international body forRelief and Works for Palestine refugees who have been displaced from Palestine in 1948.

UNRWA began complaining about the lack of donor countries to meet their obligations, while some observers believe that there is a conspiracy to liquidate the Palestinian refugee issue for being related to the right of return to Palestine.

 

UNRWA began gradually announces financial crises began the gradual cessation of such services in the month of October 2014, UNRWA has taken a decision to stop aid to about 1,100 displaced Palestinian families from Syria to Lebanon, under the pretext of non-applicability of standards ofdistribution of such assistance.

 

In April, 2015, UNRWA reduced food allowance instead of 45 thousand Lebanese pounds to 40 thousands ($ 27). In May ,2015, UNRWA Commissioner-General, Mr. Pierre Krebnol , announced for stopping a lot of it services in five Arab countries in which it covers under the pretext of the existence of a lack about 100 million dollars in the authority budget .Moreover, this reduction will include shelters allowance provided for Palestinian refugees displaced from Syria to Lebanon about 100 $ per family with a threat to suspend food allowance later and that UNRWA will restructure schools there to include only 50 students at each class.

 

 In addition, it will stop employees’ services who were appointed in health and hygiene section in the frame work of aid program for refugees coming from Syria to Lebanon. In May 20, 2015, UNRWA Commissioner-General announced stopping shelter allowance completely which led to the exacerbation of the crisis with the insistence of the competent Lebanese authorities on the need to settle the situation of violating refugees by paying fines which were mentioned before. Since that time, the Palestinian camps in Lebanon witness outrage and a series of daily sit-ins and protests but all in vain. Palestinians there are disappointed due to the carelessness of all international institutions towards them and the inability of the PLO which represents them for any political movement in the international forums to force the UNRWA to reverse its unfairdecisions. As a result of this, the overcrowded Palestinian camps are witnessing state of unusual congestion and anger because they are originally suffering from lack of services.

 

The last heat wave increased the last the despair and frustration along with power outages for long hours and the severe shortage of potable water. This file today represents the world's conscience which must be an alarm before the existence of disaster in which people there are suffering from despair and deprivation which could cause a social disaster echoing around the world.
