ISIS Tightens Grip on Civilians West of Yarmouk Camp

Sources from Yarmouk Camp told AGPS that negotiations held between the Syrian government and armed groups (Tahrir AlSham and ISIS) to have gunmen from the latter battalions retreat to northern Syria have been frozen.

A number of wounded fighters from Tahrir AlSham retreated to Idlib with their families, following a deal between the Syrian government and the opposition outfits to evacuate AlFoua and Kafria in exchange for the withdrawal of gunmen from AlZabadani, Madaya, and Yarmouk Camp.

Pro-government sources attributed the delay in the withdrawal of Tahrir AlSham and ISIS to the reluctance maintained by all warring parties inside and outside Yarmouk Camp.

Palestinian groups in Syria said they will follow up on ISIS withdrawal as soon as Syria’s concerned parties signal the go-ahead to that very end.

The four-town agreement stipulated that ISIS withdrawal from Yarmouk coincide with the withdrawal of wounded people and their families from Kafria and AlFou’a.

Member of the National Reconciliation Committee in the southern area, Sheikh Mahmoud AlUmari, said talks over the retreat of gunmen from Yarmouk have reached a stalemate.

Quoting the head of the Civil Initiative Committee for National Reconciliation in the southern area, Mazen Sirghani, learned sources said reconciliation in the camp has not reached a deadlock and that the only impediment lies in the decision over the new location of the gunmen.

In the meantime, a new security branch has been established by ISIS in AlTadhamun area, adjacent to Yarmouk Camp.

A couple of weeks earlier, ISIS transferred its so-called Site 3 in AlHajar Aswad to AlJa’ouna neighborhood, in Yarmouk Camp. The transferred site handles cases of those arrested on security grounds.
