The National Commission for Transitional Justice in Syria announced the completion of a draft law on transitional justice, noting that it will soon be presented to the upcoming People’s Assembly for approval.<\/p>\n
The Commission explained that the draft law adopts a “hybrid” model that balances Syrian legislation with international standards, attempting to build a legal framework to address past violations and establish a comprehensive justice process.<\/p>\n
It clarified that the consideration of war crimes and serious violations has been postponed until the new legislation is passed, emphasizing that the proposed law will not be applied retroactively to violations that occurred after 2011 in its current form.<\/p>\n
Regarding the judicial structure, the Commission affirmed that transitional justice courts will be administered by judges it described as “competent,” including defectors from the former regime, as well as judges currently undergoing training programs according to international standards.<\/p>\n
