At the time, it was considered a progressive legal framework for protecting Palestinian refugees and ensuring their social and economic integration.<br \/>\nHowever, human rights observers have confirmed that subsequent decrees and decisions issued during the previous regime, particularly in recent years, effectively emptied this law of its substance. Palestinians registered in Syria were treated as \u201cforeigners\u201d in numerous administrative and legal procedures, which directly impacted their fundamental rights.<br \/>\nHuman rights activists stated that these measures imposed broad restrictions on Palestinians&#8217; rights to employment, work, property ownership, and access to certain public services and healthcare, in addition to increasing complications in official transactions, in clear violation of the principle of equality enshrined in the 1956 law.<br \/>\nA legal source, who preferred to remain anonymous, explained that &#8220;Law 260 remains formally in effect, but its practical application over the past decades has witnessed a gradual decline in guaranteeing the rights it provided, through decisions and decrees that have restricted the legal status of Palestinian refugees within Syria.&#8221;<br \/>\nObservers noted that these policies have contributed to the deterioration of the living and legal conditions of hundreds of thousands of Palestinians in Syria, particularly after 2011, as many faced difficulties accessing employment opportunities and basic services, in addition to security and administrative restrictions related to movement and residency.<br \/>\nPalestinian activists assert that reinstating Law 260 and fully activating its provisions is a crucial step to guaranteeing the civil and economic rights of Palestinian refugees in Syria, especially given the growing calls during the transitional phase to review legislation and procedures described as discriminatory and contrary to human rights standards.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Damascus \u2014 Action Group Palestinian human rights activists have once again highlighted the contradiction between Syrian legislation concerning Palestinian refugees and the policies implemented during the years of the previous regime, which effectively undermined the rights stipulated in Law No. 260 of 1956.
