Yasmin Al-Mashaan, head of the Reparations Department at the National Commission for Transitional Justice, revealed the mechanisms for preparing the National Register of Victims, a key tool in the transitional justice process. The register aims to document the violations suffered by victims, paving the way for compensation and reparations in accordance with international standards.
Al-Mashaan explained that the National Register will classify victims according to the nature of the harm they endured—whether physical, psychological, or material—allowing for fair and effective compensation and contributing to the strengthening of the principles of equity and accountability.
She added that the register is being prepared in cooperation with international experts and civil society organizations, drawing on international experiences in this field, including the Colombian experience in documenting large numbers of victims.
She indicated that the current phase focuses on finalizing the necessary legal and technical frameworks to ensure data accuracy and protection, in preparation for launching the process of receiving applications from victims in various governorates.
The Action Group for Palestinians of Syria believes that establishing a comprehensive national register of victims is an important step in the path of transitional justice, provided that it ensures the inclusion of all victims without discrimination, including Palestinian refugees in Syria who were subjected to violations during the years of the Syrian revolution, and that it guarantees their rights to documentation, recognition and reparation in accordance with the principles of justice and transparency.
